{"id":100,"date":"2007-05-16T23:47:32","date_gmt":"2007-05-16T23:47:32","guid":{"rendered":"http:\/\/www.the-finance-zone.co.uk\/uncategorized\/sellers-rush-to-beat-the-home-packs\/"},"modified":"2007-05-16T23:47:32","modified_gmt":"2007-05-16T23:47:32","slug":"sellers-rush-to-beat-the-home-packs","status":"publish","type":"post","link":"https:\/\/the-finance-zone.co.uk\/index.php\/2007\/05\/16\/sellers-rush-to-beat-the-home-packs\/","title":{"rendered":"Sellers rush to beat the home packs"},"content":{"rendered":"<p><strong><span style=\"font-size: 10pt\"><!-- S BO --><!-- S IIMA -->Homeowners are rushing to put their property up for sale before the introduction of home information packs (HIPs) on 1 June, a report says.<\/span><\/strong><span style=\"font-size: 10pt\"> <\/span><span style=\"font-size: 10pt\">The Royal Institution of Chartered Surveyors (RICS) said homeowners were trying to beat the deadline to avoid the estimated \u00c2\u00a3400-\u00c2\u00a3600 cost of a HIP. <\/span><\/p>\n<p><span style=\"font-size: 10pt\">After 1 June property put up for sale has to have a HIP, holding title deeds and an energy performance certificate. <\/span><\/p>\n<p><span style=\"font-size: 10pt\">Property marketed before the deadline does not have to have a HIP until 2008. <\/span><\/p>\n<p><!-- E SF --><span style=\"font-size: 10pt\"><!-- S IBOX -->At the same time, RICS said it would seek a judicial review of the government&#8217;s plans to introduce HIPs on 1 June. <\/span><\/p>\n<p><span style=\"font-size: 10pt\">The body representing surveyors said that the government had failed to carry out a proper consultation. <\/span><\/p>\n<p><strong><span style=\"font-size: 10pt\">Criticism<\/span><\/strong><span style=\"font-size: 10pt\"> <\/span><\/p>\n<p><span style=\"font-size: 10pt\">HIPs are very controversial, with a host of housing industry bodies calling for a delay to their introduction in England and Wales. <\/span><\/p>\n<p><span style=\"font-size: 10pt\">On Wednesday, the introduction of HIPs is to be debated in Parliament. <\/span><\/p>\n<p><span style=\"font-size: 10pt\">Recently, a House of Lords committee described the opposition to the introduction of Home Information Packs as &#8220;striking&#8221; and &#8220;widespread&#8221;. <\/span><\/p>\n<p><span style=\"font-size: 10pt\">Critics have said that the industry and consumers are not ready for the introduction. <\/span><\/p>\n<p><span style=\"font-size: 10pt\">In particular, there are concerns that there are not enough qualified people to carry out the inspections necessary for the issuing of energy performance certificates &#8211; a key component of HIPs. <\/span><\/p>\n<p><span style=\"font-size: 10pt\">However, proponents of HIPs and the government are adamant that there is no shortage of inspectors and expect the introduction to go smoothly. <\/span><\/p>\n<table width=\"7\" cellspacing=\"0\" cellpadding=\"0\" border=\"0\" align=\"right\" class=\"MsoNormalTable\">\n<tr>\n<td style=\"padding: 0cm; <\/span><\/p>\n<p><span style=\"font-size: 10pt\">As a result, RICS said the stock of unsold property has risen for the first time since last November. <\/span><\/p>\n<p><strong><span style=\"font-size: 10pt\">Price growth<\/span><\/strong><span style=\"font-size: 10pt\"> <\/span><\/p>\n<p><span style=\"font-size: 10pt\">Nevertheless, house prices are still growing in most parts of the UK and in particular Northern Ireland and London. <\/span><\/p>\n<p><span style=\"font-size: 10pt\">This could increase the chances of further rises in UK interest rates, RICS said. <\/span><\/p>\n<p><span style=\"font-size: 10pt\">&#8220;Last week&#8217;s interest rate rise may not be the last as the housing market has not slowed as quickly as expected given the initial round of rate rises,&#8221;
